Recently, there were two solar power projects in Dak Lak being massively deployed, using land for wrong purposes, disguising hi-tech agricultural zones for solar project.
They are two rooftop solar power projects that are not in compliance with regulations in the area of Buon Ma Thuot city have just been requested to stop implementation and the Provincial People’s Committee has issued a decision to sanction these two project owners.
Before that, the People’s Committee of Buon Ma Thuot city also discovered that a number of organizations and individuals implementing investment in building agricultural farms in Hoa Phu commune and Cu Ebur commune had many mistakes.
The local government has asked the Dak Lak Electricity Company not to connect and sign electricity purchase and sale contracts with individuals, organizations that register to invest in agricultural farm, but then invest in solar power systems that violates construction and use of land for wrong purposes.
The leaders of Vietnam Electricity (EVN) said that the Group has directed power corporations to review, verify and report to other local authorities and press agencies as soon as they receive the information. EVN’s leaders affirmed that Dak Lak Power Company has verified, clarified and reported to the People’s Committee of Dak Lak province.
“Currently, the electricity corporations are continuing to inspect and review overall compliance with the implementation of the agreement, connection, and signing of electricity purchase and sale contracts at power companies” – EVN’s leader affirmed.
According to EVN, rooftop solar power projects when connected to medium voltage grids must comply with regulations on distribution grids as well as regulations on improving the electricity access index of the Government, the Ministry of Industry and Trade.
With the Vietnamese regulations, the power supply through the medium voltage grid, the electricity units carry out 2 procedures and are not allowed to request other documents other than the 2 prescribed procedures: Agreement connection, done within 2 days of receipt; Energize connection point within 5 days since the project meets technical conditions for energizing.
EVN also affirmed that in recent years, the Group has made efforts to cut procedures, create favorable conditions for businesses and individuals to buy and sell electricity in the easiest and most convenient way. However, if anyone does not comply with the regulations, they still have to take responsibility.
“Rooftop solar PV works, when connected and commercially operated, must comply with regulations on distribution grids as well as regulations on improving the electricity access index of the Government, the Ministry of Industry and Trade” – stressed EVN representative.
